Hello. My name is Clarissa Campbell and today I'm going to discuss the issue of public assistance/welfare fraud and propose a solution to this very common problem.  I have done extensive research into various points of view on the topic in the past week and have come up with a reform policy that I believe will dramatically increase the effectiveness of the current fraud prevention methods.  First of all, I propose a mandatory drug test for all who are applying or renewing benefits.  I realize that some states have put variations of this into effect in prior years with small amounts of results, but I believe this may be due to people learning to "beat" the system.  In order to resolve this, I propose that all personnel are searched before and after the test and also add an observer as is required for military testing. Additional random testing and a signed declaration may also be very helpful when funding is available.  Another issue that comes up with public assistance is people selling food stamps  to use the money elsewhere or buying purely high calorie "junk" food that is really not needed and is unfair to any children who may be in the house.  To fix this, I believe that people should be given actual food that will provide well balanced meals for all family members.  Another possibility is to create a program similar to the Women Infants Children (WIC) Program where only certain items are allowed to be purchased throughout the month.  My final part of the proposal is to require that all adult recipients either are employed full time or working with a local job center on interview skills and resumes.  This should be tracked so that a certain number of hours each week may be required until full time employment is achieved. I believe that the combination of all of these changes will have a tremendous and positive impact on the issue of welfare and public assistance fraud.
